Sys-usb based on debian-13-minimal doesn't prompt when attaching keyboard or mouse

I installed the debian-13-minimal template. I changed sys-usb-dvm to be based on debian-minimal-template. sys-usb recognizes the keyboard and mouse and shows them in the list, but it doesn’t attach them.

In Qubes Global Config I have set it to “always ask” when attaching the keyboard or mouse. This works fine when the template for sys-usb-dvm is debian-13-xfce, but not when it is debian-13-minimal.

These templates are intended for advanced users: advanced in
understanding of Qubes and in use of Linux, including troubleshooting
and remedy.
As noted in the documentation, if something works in the full template
and not in the minimal then you are likely missing some package(s) and
configuration.

For a sys-usb backed by a debian-13-minimal-based template you’ll want to have these packages installed:

qubes-usb-proxy
qubes-input-proxy-sender

As debian-13-minimal is used very often for sys-usb I assumed no extra packages were needed.

A minor annoyance I have now, both with debian-13-minimal and debian-13-xfce, is that dom0 prompts me twice for the mouse and twice for the keyboard.
