Stuck at whonix-gw-15 when updating templates using Salt formula

I use the following command to update all templates.

sudo qubesctl --show-output --skip-dom0 --templates state.sls update.qubes-vm

However, it’s been hanging for nearly 2 hours. I notice that the whonix-gw-15 spinner has been spinning for more than 1 hour. It looks like the update stucks at this VM

Should I keep waiting? Is there any better action I should do?

I let it run more than 8 hours, but it is still stuck. In the end, I have to restart my machine
