Slow boot time fresh install

On a fresh install of Qubes, I am running into very slow boot times (about 5 minutes), though after startup, everything runs perfectly.

I’m not sure if this is what will be needed, but here are the log errors from journalctl.
Command ran is journactl -p 3 -xb

Previously, I had issues where certain qubes wouldn’t start, and in the journal there was a line something like:
Failed to start qubes-vm@sys-whonix.service (I don’t remember the rest)

I found other threads that said to simply turn off autostart, and one that said to make sure the bios clock was set to the right time.
I have done both of those.
After setting the bios clock to the right time, it seemed to fix the issue for about a day, but boot times are becoming slow again.

I’m not sure if this is useful information, but I use i3 with qubes, and “Load” at the top will get as high as 15, but my fans will not be spinning and my laptop will not get hot.
I’m not sure what Load means, I just use i3 for faster navigation, but I thought it might be useful, so I figured I’d toss it in here.

Right now, my only vms with autostart are sys-net and sys-usb.

Any idea of what the issue could be?

Okay, I went through the troubleshooting described here for the Unable to reset PCI device: no FLR… errors:
PCI troubleshooting | Qubes OS

My laptop now starts quicker, and it is much more usable now.
The errors saying Failed to start qubes-vm@sys-whonix.service have now all disappeared.
However, I am still getting the no FLR errors after setting permissive and no-strict-reset for the pci devices attached to sys-usb to True.

I haven’t come across any more documentation for how to resolve this issue other than the link above.
Any ideas or links to more documentation for how to resolve this?

@tech_nerd, any chance of getting the output of lspci in dom0 (redacted to your liking, of course)?

We kind of need this info since it seems to be your hardware that’s throwing these errors…
