Refresh won't go away

After installing updates , I shut down the template and restart child VM’s related to that template…
All changes reflect perfectly in the childVM, however…

The moment the template starts up, the refresh icon next to the child vm of that template re-appears. (those circular arrows)

This shouldn’t be happening since all the changes/updates/install do reflect correctly in the child vm.

It does this on every Child VM no matter how many times I shutdown the template and restart its children

[ What strange is that it never did this the first say 8 times I installed Qubes OS on this laptop ]

I have been stuck on this issue for weeks and am clueless as to a fix.

Im hoping someone out there can pls assist me

Probably devs changed bechavior becase every time you start template you can change something.
Detecting if something was changed is hard. It’s easier to force update every time.

That’s normal. The circular arrows (which should probably be replaced with a better icon) mean that one or more of the child VM’s storage volumes is “outdated” but this doesn’t refer to anything specific in the template’s source volume such as package updates. It’s merely about the fact that the source volume data has changed at all, even if that’s simply due to starting the template and you didn’t do anything substantial (which Qubes OS doesn’t know about - e.g. you could have edited a configuration file). In other words, the source volume has somehow diverged from the child VM’s snapshot of the volume.

It’s not new behavior, except in some cases the icon mistakenly wasn’t shown for disposables. That was recently fixed.
