I’ve encountered a problem with Qubes OS, namely during installation there are no templates to be chosen and after installation there are no basic templates to create qubes whatsoever.
I’m using Qubes OS 4.1.2. Made a USB stick with 16GB USB 3.0 flash drive and using “dd” in Ubuntu:

Both gave the same result, so I used Rufus in Windows 10, to no avail and also Balena Etcher in Ubuntu also with no result.
Qubes OS installs fine but then in qubes manager I’m unable to create even basic qubes because thare are no templates whatsoever
Other than that I’ve spent some time looking for solution but haven’t found one that works.
Any help would be very appreciated. Many thanks in advance.
Post installation phrase was skipped. One where you select what to create (work, personal and other qubes).
There is a bug on the issue tracker of the project about it.
The installer may have extracted templates RPMs in you /var/lib/qubes directory. You can search around in that directory and see if there are RPMs. If so, you can install them through dnf.
You can start the post-installation wizard with sudo /usr/libexec/initial-setup/initial-setup-graphical.
As to find out why it wasn’t started automatically, take a look at initial-setup related entries in journalctl.

Yet I have resolved the issue somewhat differently. It seems that after partitioning the disk the custom way, one has to click two times left mouse key on the root mounting point ‘/’. Then and only then installer will ask for the password for the disk encryption. New one of course, so note it safely somewhere. Then in the ‘Software choice’ tab you can choose Debian and Fedora templates and after installation there will be post installation phase. Now Qubes OS has been installed with the templates and configured with all the default qubes in it.
