I have heard that it is safer to use Qubes on a live USB than to install it on a hard disk.
My desire with Qubes that I’m using together with Whonix is privacy/anonymity. How is the live USB option better for those desires?

Ah okay. So it doesn’t make any difference for Qubes?
But where is the difference for Tails then?
Qubes is not meant to be run as a liveOS. I believe they stopped live images support a while back in QubesOS. (Check the downloads page).
Tails more fits that purpose, and successfully.
