Keyboard layout different in untrusted qube compared to others

I have a situation where the keyboard layout in my untrusted qube is different from my other qubes, although all use the same template. I’m using the Debian-12 template on a new 4.2.3 install as are my other qubes. My dom0 is set up to use the English(US) - Dvorak layout, which works as expected.

All qubes, except untrusted, work as expected. I have attempted to change the keyboard configuration in untrusted multiple times and restarted it multiple times.

The /etc/defaults/keyboard is the same in both the untrusted and other qubes as is the result of running ‘localectl status’.

What am I missing and how do I get the same result when pressing the same key in all my qubes?

Maybe you’ve changed something it your untrusted qube’s config.
I think it’d be faster to just create a new untrusted qube, move the data from the old one to the new one and remove the old untrusted qube.
