Kali does not upgrade - held broken packages?

Whatever I tried:

• either qubes-* are hold → Kali Template does not upgrade correctly
• or qubes-* are unhold → qubes-gui-agent gets removed → The template gets unusable.

certain dependencies, then the updated packages in Debian or Kali may
break the Qubes packages, and the Qubes packages may be removed.

Looks like exactly what happens to me now.

This doesn’t happen in standard versions of Debian, because the package
transitions there are much slower, and the Qubes packages tested against
them.

Therefore, is the only way simply to wait for the Qubes packages to support the new versions of the packages they depends on?
