I failed to find one. I know that eventually adversary is probably gonna get threw them, but if you set one up at Russia, other one at China, they are probably won’t be able to or it will take them a long time

just use the network qube feature of Qubes OS.
configure your qube to be using sys-whonix (providing tor) as a netvm, with sys-whonix behind a vpn qube set to destination A, which is behind a vpn qube set to destination B.

Should i just create 2 AppVMs, install an apps for VPN connection in each one and configure netvm in a way that you said? No other anonymity precations? I feel like some traffic is gonna leak from vpn in some way like DNS requests, it sounds too simple
