All fedora templates are good. It worked when it was it’s time and they work after.
They are templates.
They have minimal apps in it that is need for them to work.
Since user might want to install a lot of templates for different usage then they must be minimal.
Then you add needed applications as you build your work environment.
There are no “flawed” templates. I don’t understand why you saying that at all. <deleted>
