Warning: Applying the first solution is potentially dangerous!
There is two ways to fix it.
First Solution:
open your qube settings
click to advanced
on the right you can see allow fullscreen , change use system default to allow
restart your qube (if it is running)
Second Solution (if fullscreen mode FPS so bad):
start your qube
go to video (for this example, i will show youtube.)
you can see on the right-middle on the video, picture in picture button.
when you clicked new tab is opened for video, now do it fullscreen and enjoy your video as fullscreen
Bonus solution: You can research “fps problem fullscreen qubes”
I think there is several things missing here:
a warning about security, like this: How to enter fullscreen mode | Qubes OS
the Alt + F11 shortcut should be the first and preferred way
anyway, this solution and your first solution should be in the docs (outdated right now)
your second solution seems to be specific to youtube, I tried to follow it but I’m not sure to understand what to do (click on the icon labeled “Miniplayer”?) and why.

I made a pull request to update the docs:

**This is a content change: do not review before the end of the transition to RT… D!**
Update of the page, following this topic: https://forum.qubes-os.org/t/i-cant-fullscreen-video-qubes-os-fix/35283
I removed all references to `guid.conf`, put a first paragraph allowing users to immediately enter fullscreen mode without bothering with security concerns and presented a way to do it with a GUI and a CLI each time.
It will look like this:
