This message means that new device acting as a keyboard appeared in debian-12-xfce-L-Wine qube and by default it’s trying to pass the input from this keyboard to dom0, but you didn’t allow it in dom0 RPC policy.
- It’s a message from the bilibop-lockfs that you installed in some qube, so it’s unrelated to Qubes OS. Find out where did you install this app and configure it as you need there.

sudo apt-get purge --autoremove bilibop-lockfs
Then maybe you’ve installed some software in debian-12-xfce-L-Wine that is creating a virtual keyboard or something similar.
bilibop-lockfs
is not installed by default, it’s something you’ve installed yourself. I don’t know what it is so you can try to search info about it using some search engine.

Determine when this notification is appearing, for example, if its appearing when you start a qube then determine which qube is it by shutting down all the qubes and starting them one by one.
