How Can I Stop Mouse Wheel From Changing Desktops?

On QUBES-OS 4.2.4, standard XFCE GUI, I have noticed something quite strange and disconcerting lately. Moving the mouse-wheel when the mouse pointer is over empty desktop space anywhere on the screen is causing the desktops to suddenly change! It even flicks through the whole range like some kind of kaleidoscope!

How can I get QUBES-OS to STOP messing around with my selected desktop when the mouse-pointer gets moved over empty desktop space?

Qubes menu / Gear (bottom left) / System settings / Window manager tweaks / Workspaces

Or right click on the workspaces icon and remove the other workspaces.

I will remember to look around in the Window Tweaks for clues next year when annoying things suddenly start happening to my localhost.
