You can try to set scaling governor to performance mode from dom0:
/usr/sbin/xenpm set-scaling-governor performance

Adding “cpufreq=xen:performance max_cstate=1” to GRUB_CMDLINE set the default state to performance, which seems to slightly improve boot speed on my system. I use a boot script to change the state to ondemand 60 sec after boot.
