So OpenGL is only supported in dom0?
In Qubes 4.0, yes. In Qubes 4.1 it’s sys-gui. See also: Need help setting up sys-gui and NVIDIA.

How about developing applications with 2D/3D interfaces within qubes?
Not quite sure if GPU acceleration is needed for that.
