The Debian Guests need to target the correct location for whatever country you are in.
Needs to have the template updated to http://ftp.{COUNTRYCODE}.debian.org/ instead of https://deb.debian.org
I don’t know why they changed it.

What does the popup say?
It’s likely that you need to look at the policy file under
/etc/qubes/policy, or use the GUI.
You can do this if you choose, as you can make any change that you will.

Thanks, this solved it for me! In my case the file was missing for some reason… worked fine before I fiddled around with moving the VMs to another nvme…
