qvm-convert can’t convert because qube.PdfConvert from mail to @dispvm is denied.

I think you should allow the AppVM to use PDF-convert by editing /etc/qubes-prc/policy/qubes.PdfConvert. More information:

It seems that there is an error in the interpretation of the configuration file or am I missing something obvious?
Even tried with @ also
$anyvm $dispvm allow
The above is default, but why does it not work?

Do you have an answer to why they dont work and maybe a resolution to get it to work?

Try this one : it worked for me.
1- Open Qube manager
2- mark your target Qube, for me is “Mail1”, right maus click,
3- open settings - advanced TAB
update : Default disposable template to : fedora-36-dvm
confirm click on Apply close.
and good work.

Yep, something is probably wrong with your default dispvm or the set for your qube, as @alfonsius suggested
