Could we ever see nested virtualization?

Would it be possible to have nested virtualization in the near future. Qubes doesn’t allow it but i consider it an important feature missing.

Nested virtualization is coming, eventually. XenServer has paying customers who require it, so it will happen, but it is hard work. None of the Qubes team members are in a position to work on it, except for testing.

If you could start again, would you base qubes-os instead on kvm?

Very unsure. Both have advantages and disadvantages.
