During the installation, I was very hesitant about updating the system and templates via the Tor network (Whonix), because this option was not checked. I figured (anyway) the system wouldn’t send any identifying information … so I left the default settings.
16 GB is good for a lot more than 2 standard qubes if you include sys-VMs. For example, I regularly run 6+ qubes (not including microkernels). This obviously also depends on tasks, configuration, and whether your CPU can handle the load.
