If you want to build a Template that is a sub/super-set of an existing template
( e.g, Kali, Parrot, Mint), I covered this in another post. It is
straightforward.
If you want to build a completely new template, this used to be covered
in the docs. You need to start with the Xen and qrexec components,
getting them to build on the new platform.
Then see if you can shoehorn the boot/disk requirement in to the
template build: you may not be able to do this, in which case you may
settle for a template that has some Qubes tools in it - like Windows.
