Your use case is in the last section - “Installing kernel in Debian VM”,
but the whole page is worth reading, to ensure you know what you are
doing.
You can either clone a new template, and work in that template, or
create a standalone, and work there. Which you choose will depend on
whether you will want multiple qubes of this sort, or some of the other
benefits of a template based qube.
