In fact, lscpu shows 8 cores with 1 thread/core, whereas on other operating systems, lscpu shows 8 cores with 2 threads per core, for a total of 16 core.

Qubes OS disables Hyper-threading (multiple threads/core) in 2018 due to security reasons. More information is available here.
You are able to re-enable it if you fully understand and accept the security consequences. But since you have a relatively powerful CPU, it might be better not to do so as the performance gain might not be worth it.

I will re-enable because I plan to use a lot of VM for dev purpose, and it will not (supposed to) be dangerously exposed.
